Workers at Timișoara’s Electrobanat plant, known as ELBA, refused to resume production on 19 December 1989 while soldiers and armoured vehicles remained in the factory and the city streets.

Local Communist leader Radu Bălan and Mayor Petru Moț came to the plant and failed to talk them back to work. The condition the workers set was that the army leave the factories and the city.
