A boundary deal in Paris
On 5 February 1885 the French government and Leopold II's International Association of the Congo signed a convention in Paris delimiting their respective Central African claims.
The association relinquished the disputed Kouilou-Niari area to France; in return, France recognised its claim to the vast territory beyond the Congo River's left bank. The two sets of claims had overlapped near the Lower Congo, and settling that was necessary before the association could finish its campaign for international recognition.

Portugal concluded its own agreement on 15 February, and the conference participants celebrated the association's recognition on 23 February.
The United States declaration of 22 April 1884 recognised the association's flag as that of a friendly government and approved its stated purposes — narrower language than recognition of an already-existing sovereign state.
